Panaji : A Historical Journey of Goa’s Capital City
Panaji—or “the land that does not flood”—holds a significant place in the history of Goa. Its journey as the capital dates back to the 18th Century, when it was officially established as the capital of Goa, then known as ‘Nova Goa’. Although written records of its original settlement are absent, the historical growth of Panaji has been documented from 1510 CE onwards. Prior to this, the creeks of Panaji were home to a bustling community of sailors and fisherfolk.
Early Days and the Hermitage
In 1541 CE, the construction of a hermitage marked an important milestone in Panaji’s history. However, despite the existence of the shrine for two centuries, its location did not drive significant levels of growth in the city.
Growth with the Secretariat
The turning point for the city of Panaji came in CE when the Secretariat, known as Adil Shah Palace, was occupied. This event triggered a surge in construction activities, leading to the reclamation of important pieces of land and the expansion of the city. The grid-iron pattern in the reclaimed land was meticulously laid out in 1923 by the engineer Luis Maravilhas.
Expansion and Connectivity
Between 1879 and 1882 CE, the Corte de Oiterio bridge was built, connecting the western and eastern parts of the city. This development played a crucial role in enhancing connectivity within the boundaries of Panaji. Further growth occurred between 1929 and 1940 CE when residential areas like Altinho and Campal opened up for development. The Miramar Beach area was also opened to development after Goa became part of the Indian Union. Post-1983, the new Patto complex, a high-rise commercial entity, was designed and built.

Panaji is steeped in history and has witnessed remarkable growth and transformation over the years. The river Mandovi and the hillock of Altinho have been instrumental in shaping the city’s development over the years. From its humble beginnings as a settlement for sailors and fisherfolk, it has evolved into a vibrant and bustling city, while still maintaining its unique charm and character.
